Synopsis

With an end to the summer drought nowhere in sight, water restrictions are applied within the city. Shunsaku, an employee of the waterworks bureau, spends his days going between households and shops that are behind in payments, collecting fees and shutting off water supply. Daily, although loathing to do it, he visits with poor families all the while greatly missing his own wife and child. With a void to fill, he encounters a pair of young sisters, abandoned after their water was shut off, and—thinking of his child—extends a helping hand…
