Synopsis

In Tokyo, approximately 150,000 undocumented immigrants have created a secret parallel society. While some may be involved in criminal activities, many are simply refugees denied official status, struggling to survive. These communities have established their underground infrastructure known as the “Foreign Metropolitan Government” or “Shadow Government.”

This alternative system includes unauthorized banking operations operating outside Financial Services Agency oversight, unofficial medical facilities beyond Ministry of Health supervision, and their police force called “DIAS POLICE.”

The story follows Kubozuka Saki (played by Matsuda Shota), the lone official police officer working within this shadow government, as he navigates between two worlds while maintaining justice in this complex underground society.
