At the Shinjuku Higashi Police Station, many incidents occur every day and many of them are “untouched cases” that the detectives cannot move even if they are aware of them. A wheelchair detective by the name of Onizuka Ichiro was assigned to the Shinjuku Higashi Police Station. He has a detailed memory of the city of Shinjuku throughout the two eras of “Showa” and “Heisei”, and when inferring an incident, he can depict it in his brain as a “city of memory”. Onizuka finds out that there are people who are in trouble due to the “untouched cases” and begins to investigate…
Meanwhile, Tooyama Saki who wants to be a detective and the career detective Jin Keitarou are assigned to the same department. The two become Onizuka’s legs and the investigation of “untouched cases” begin!
After retiring, Onizuka Ichiro (Kitaoji Kinya), who was confined to a wheelchair following an incident, was reappointed as Chief of the Judicial section of the Criminal Division of Shinjuku Higashi Police Station, and spends his days working with his subordinate Toyama Saki (Kamishiraishi Mone).
However, Azuma Kanata (Hiraoka Yuta), who was appointed there as the new chief, is disgruntled that Onizuka and others are part of the investigations, and he often fights with detective Jin Keitaro (Kazama Shunsuke) over the investigation policy.
Ando, a priest at a shrine in Kagurazaka, is murdered with his body set on fire. At the request of Keitarou, now a superintendent, Onizuka and Saki join the investigation. Onizuka remembers the victim in relation to an arson murder that took place in Shinjuku in 1988. Flames had burst out of a house where a mother and her child lived, and Ando was the one who rescued the child from the flames. Ando testified that he saw a yakuza member, Isobuchi, fleeing the scene. To this day, Isobuchi is still on the run.
Veteran actor Kitaoji Kinya takes on the role of a brilliant detective who, after being injured in a case just before retirement, is left in a wheelchair. Armed with an extraordinary and detailed “memory of the city,” he recalls the sights and spirit of both the Showa and Heisei eras as he faces and solves difficult cases unfolding in the Reiwa era.

March 2024. Kijimoto Junko and her colleagues appear at the Judicial Affairs office of Shinjuku East Police Station, uttering shocking words about a case of injury resulting in death that they investigated with Onizuka Ichiro seven years ago: “It might have been… a wrongful conviction.”
The incident occurred in April 2017. The body of a taxi driver was discovered at “Shiki no Michi” in Shinjuku Golden Gai. Yabe Yusuke, who was walking down the street at the estimated time of death was arrested. The decisive evidence was rice grain decorations from his bear-shaped charm scattered at the crime scene, which led to his confession. However, the victim of an assault that occurred yesterday had three scratches on their arm strikingly similar to the abrasions found on the victim. When cross-referenced, they matched perfectly. Could it be that Yabe’s actions were not to blame after all? Under the direction of Jin Keitaro, a reinvestigation begins, but new facts soon come to light. Triggered by the Reiwa era case, the possibility that the Heisei era injury-death was a wrongful conviction by Onizuka becomes increasingly likely.
