Synopsis

In modern-day Japan, violent crime threatens society’s safety. Without an official intelligence agency, Japan is perceived as an easy target by criminal organizations both domestic and international. To combat this vulnerability, the National Police Agency secretly established an elite unit called “K13.”

The existence of K13 is known only to a select few, and its members officially don’t exist in any records. Led by their top agent codenamed “Mirage,” K13 operatives tackle not only violent crimes but also handle sensitive cases that cannot be solved through conventional legal channels due to political or social complications.

Meanwhile, certain factions are pushing for the “Police Authority Expansion Bill,” which aims to strengthen Japan’s law enforcement by establishing an organization similar to America’s FBI. As various political interests clash in Japan, a massive conspiracy unfolds, drawing K13 into its depths.
